header_2_font=\u00bbVerdana||||||||\u00bb header_2_text_color=\u00bb#398d73&#8243; header_2_font_size=\u00bb31px\u00bb]<\/p>\n<h2><strong>\u00bfQu\u00e9 es una Reserva de la Biosfera?<\/strong><\/h2>\n<p><span style=\"font-weight: 300;\"><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Las Reservas de la Biosfera son territorios que la UNESCO distingue dentro de su programa Hombre y Biosfera (MaB), cuyo objetivo es armonizar la conservaci\u00f3n de la diversidad biol\u00f3gica y cultural y el desarrollo econ\u00f3mico y social a trav\u00e9s de la relaci\u00f3n de las personas con la naturaleza.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Se establecen sobre zonas ecol\u00f3gicamente representativas o de valor \u00fanico, en las cuales la integraci\u00f3n de la poblaci\u00f3n humana y sus actividades con la conservaci\u00f3n son esenciales.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Son tambi\u00e9n lugares de experimentaci\u00f3n y de estudio del desarrollo sostenible.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A pesar de que son espacios valiosos ambientalmente, las Reservas de la Biosfera no son espacios naturales protegidos, aunque en su territorio s\u00ed se incluyan figuras de protecci\u00f3n.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Las Reservas de la Biosfera deben asumir las normas establecidas por la UNESCO en la Declaraci\u00f3n de Lima (2016-2025), as\u00ed como los requisitos impuestos por la Ley 42\/2007, del Patrimonio Natural y de la Biodiversidad.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Deben cumplir tres funciones b\u00e1sicas:\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Conservaci\u00f3n de la biodiversidad y de los ecosistemas que contienen.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Desarrollo de las poblaciones locales.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Funci\u00f3n log\u00edstica de apoyo a la investigaci\u00f3n, a la formaci\u00f3n y a la comunicaci\u00f3n.\u00a0<\/span><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Las Reservas de la Biosfera deben contar con un plan de acci\u00f3n y un sistema de indicadores que permita comprobar el cumplimiento de los objetivos del programa Hombre y Biosfera. Para ello est\u00e1 promoviendo una conexi\u00f3n entre los diferentes actores de nuestra comarca natural, m\u00e1s all\u00e1 de fronteras administrativas, con el fin de consensuar objetivos futuros comunes y poder cooperar para conseguirlos.<\/p>\n<p><strong><\/strong><\/p>\n<p><strong>DIAGN\u00d3STICO DE PARTIDA:<\/strong><\/p>\n<p><u>DEBILIDADES: <\/u><\/p>\n<ul>\n<li>Crisis del sector primario.<\/li>\n<li>Excesiva dependencia de un modelo de turismo con poco valor a\u00f1adido y que genera impactos ambientales.<\/li>\n<li>Falta de una visi\u00f3n compartida, escasa relaci\u00f3n entre administraciones, empresas, y poblaci\u00f3n en general.<\/li>\n<li>Falta de autonom\u00eda territorial, alimentaci\u00f3n, sanidad&#8230;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><u>AMENAZAS: <\/u><\/p>\n<ul>\n<li>Envejecimiento de la poblaci\u00f3n y falta de oportunidades de futuro para los j\u00f3venes.<\/li>\n<li>Inseguridad alimentaria y escasez de recursos h\u00eddricos.<\/li>\n<li>Presi\u00f3n urban\u00edstica difusa, incendios, contaminaci\u00f3n &#8230;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><u>FORTALEZAS: <\/u><\/p>\n<ul>\n<li>Alto valor ambiental y paisaj\u00edstico con un clima muy amable.<\/li>\n<li>Importantes recursos, forestales, agropecuarios, tur\u00edsticos, culturales &#8230;<\/li>\n<li>Territorio con bastante poblaci\u00f3n residente.<\/li>\n<\/ul>\n<p><u><\/u><\/p>\n<p><u>OPORTUNIDADES: <\/u><\/p>\n<ul>\n<li>Creciente inter\u00e9s por la calidad y la excelencia, ambiental, agropecuaria, tur\u00edstica&#8230;<\/li>\n<li>Proximidad y vinculaci\u00f3n a Madrid.<\/li>\n<li>Creciente deslocalizaci\u00f3n del trabajo (teletrabajo).<\/li>\n<li>Nueva orientaci\u00f3n socio-econ\u00f3mica general hacia la sostenibilidad, Agenda 2030, Pacto Verde Europeo \u2026<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>[\/et_pb_text][et_pb_image src=\u00bbhttps:\/\/tietarentransicion.org\/wp-content\/uploads\/2024\/04\/VT_Comarcal.jpg\u00bb _builder_version=\u00bb4.2.2&#8243;][\/et_pb_image][\/et_pb_column][\/et_pb_row][et_pb_row _builder_version=\u00bb4.2.2&#8243;][et_pb_column type=\u00bb4_4&#8243; _builder_version=\u00bb4.2.2&#8243;][et_pb_text _builder_version=\u00bb4.2.2&#8243; header_2_font=\u00bbVerdana||||||||\u00bb header_2_text_color=\u00bb#398d73&#8243; header_2_font_size=\u00bb31px\u00bb]<\/p>\n<h2 style=\"text-align: center;\"><strong>Beneficios para el Valle de ser RB<\/strong><\/h2>\n<p><span style=\"font-weight: 300;\"><\/span><\/p>\n<p>Este tipo de galard\u00f3n es otorgado por la UNESCO, un organismo internacional reconocido por las leyes europeas y espa\u00f1olas que muy pocos se atreven a cuestionar. Pero ser Reserva de la Biosfera <strong>no implica la imposici\u00f3n de normativa alguna<\/strong>, por lo que no interfiere con la legislaci\u00f3n ambiental existente previa a la adjudicaci\u00f3n de esa figura, que se aplica tanto al medio natural a conservar como a los territorios que lo circundan, es decir que <strong>se otorga a<\/strong> <strong>la totalidad de la comarca, <\/strong>sin importar los l\u00edmites administrativos.<\/p>\n<p>&nbsp;<\/p>\n<p>Las reservas de la biosfera son lugares que la\u00a0<strong>UNESCO<\/strong>\u00a0distingue dentro del\u00a0<strong><a href=\"http:\/\/www.unesco.org\/new\/es\/natural-sciences\/environment\/ecological-sciences\/man-and-biosphere-programme\/\">Programa MAB<\/a><\/strong>\u00a0(\u00abHombre y Biosfera\u00bb) en los que <strong>se busca encontrar el equilibrio entre el hombre y su entorno<\/strong>.
